PART 1: Getting Organized
1. If you want to work with a partner, use the forum to find one. Find the forumby clicking on the Communications tab at the top of our onQ site, then clicking on Discussions.
2. Find a First Nation reserve which has published its financial information (see belowfor the financial information website) and for which you can find some historic information.
3. Get permission from the prof to study this First Nation. We don’t want too many peopledoing the same First Nation. You may be asked to choose a different First Nation.
4. Once you have permission to study a particular First Nation, choose a comparablemunicipality. You will have to make the case that your municipality is comparable–because of population size, location, distance to an urban centre, etc. Try to findamunicipality for which there is financial information and some historical information.
PART 2: Organizing the Financial Data
To see if there is financial information for your First Nation, go to First Nation Profiles (aadnc- aandc.gc.ca) then find your First Nation by clicking on the relevant letter. When you’vefoundit, click on FNFTA at the right, and this will take you to their financial information. Use the“Audited Consolidated Financial Statements” and the “Schedule of Remuneration andExpenses” for a recent year.
Attempt to find financial data for your municipality for the same year.
What to do with the financial documents you have for the municipality and the reserve?Refer to the “Financial Data Needed” file in the “Resources for the Project” module to figure out which financial data to report. Record these data for each of your communities.
PART 3: Finding the Census Data
For each of your two communities you should now collect Census data and compute theGINI coefficient based on the Census income data. The Census data can be found at CensusProfile, 2016 Census (statcan.gc.ca)
There are instructions in the “Resources for the Project” module which tell you which Censusdata to collect, and how to compute the GINI coefficient.
You can also take note of additional interesting information about your reserve.
PART 4: Finding other information
Now it’s time to find out other information about your communities. Can you find anythingontheir histories? Is your reserve community under a treaty? Has it signed on with the First
Nations Land Management Act? Has it signed on with the First Nations Financial Management Board? Does it collect taxes?

Here First Nation Profiles (aadnc-aandc.gc.ca) you can find information on your reserve’sproperties and election system, among other things.
PART 5: Written Description and Analysis
- Now it’s time for the write-up. Please do not chop up your project based on the categories below. Make it flow.
- Tell me about the location of each community. Present a map. This should be one paragraph.
- Give me key historic events. Compare and contrast each community. This part should be no more than 500 words total.
- Tell me about the treaty covering the reserve, if any, and other political or financial arrangements.
- Present the financial information for your communities in a Table. What have you beenabletolearn about the financial situation of each community? Where do they get most of their money, and how do they spend it?
- Present the required census information of your communities in a Table. You may add additional information from the census. Compare and contrast.
- Discuss each community’s physical capital, natural capital, social capital and other forms of capital. (See chapter 29 of our course book)
- What economic challenges and advantages does each community have? Compare and contrast the two communities.
- Don’t quote too much; use your own words. Be careful not to plagiarize. Put quotationmarksaround quotations, indicating where they’re from, and cite all your references using any conventional format. Assignments will be scanned for plagiarism by Turnitin.
- Double space or single space: I don’t care.
- Take steps to ensure your work is free from typos and grammatical errors. The Student Academic Success Centre can help. Asking someone to proofread your work is not cheating.
PART 6: Submitting the project.
1) Submit the essay using the Assignment link.
2) Also submit your essay to the discussion forum called “Our Projects (for Peer Review)”. Click on the Communications tab at the top of our webpage, then click Discussions, then the forum.
